That is a notoriously terrible method for conducting a survey of this kind. In addition, I have read they offered money to the recruiters, the recruited and to provide free medical care for them. For starters, the paid recruiters are inclined to seek out known fellow HIV sufferers they've met in HIV treatment clinics, hospitals, support groups and so on. Maybe even in their needle sharing meet ups.
