Bello is a large area with different neighborhoods in different estratos. RR specifically mentioned 3 areas that he thinks are safer areas. The responses are well meaning and I am not disputing that but it is similar analogy.

Hate to say it but some of these news stories don't deserve to be taken at face value. In each case they were quick to tell you that the victim "resisted a robbery" yet both died and no eyewitnesses are named or quoted, though the New Yorker was said to have been in a taxi. The sources are "state media" and "the authorities" and there's definitely a PR advantage to laying fault on the tourist.
That said, when faced with a gun and demand for money, etc. Cooperation is the best strategy, though not foolproof when dealing with squirrelly people that are hopped up on drugs.
