It's a complete waste of money I think.
I used to enjoy it years ago. Even my condo was just around the corner of Soi Cowboy. At that time, barfines were still 600, girls were happy with 1500-2000ST, and there were some pretty hot and young fresh-from-the-farm girls. The guy you quoted is on who gets manipulated by the women of Thailand too as his post just below your's states he paid just under 5000 b for an overnight of just 2 CIMs. It's not hard to find a freelancer on TC or TF where it's normally 2 k for ST but can be negotiated. The same can be said walking the Soi for 1000-2000 b for ST. You'll have to walk up and down a few times, but the time spent is a half hour to an hour to find an FL with a decent to good looking face and a slim to average body. The beer bars have older FLs but you'll run into a more jaded one here than elsewhere. The GoGo bars are just the sure bets meaning you get to see the body and negotiate as well. Because of this and the atmosphere, you pay a premium. Is it worth the upcharge, for some with deep pockets, it is. It's very convenient to walk in, have beers, enjoy some eye candy, pick what you want, then leave for your ST or LT. It's very well worth it especially when you become a regular and know the girls and how they are back in the room. But this isn't for everyone. The moral of the story is, if you're on a budget, you'll have to do more work. Khaosan road has some local girls, but if you're old fat crusty white guy, then you got no chance.

There are streetwalkers there for 400-600 baht or so, some look passable, but service is generally abysmal. No English, but I'm sure you'll manage. Some girls are there in the daytime too (or even daytime only), not only at night. Another similar area, though perhaps more depressing, is not far from Khao San Road, south of the big road (Rachadamnoen). Pattaya is disappointing these days. On the value side, Beach Road still exists, and you can get an ST for 500-1000 baht (700 is still the common going rate), but quality is lacking and the prime time window is limited to 8 pm-midnight or so due to police activity, sometimes not even that long. Avoid hostels, if you're mongering they'll surely end up more expensive. Better get a cheap hotel in the appropriate area. In Pattaya it means between along Beach Road or Second Road, preferably not too far north.
