Much of Phnom Penh is delightful quiet and relaxed. And of course the hostess bars and the hotels nearby are noisy.
But don't condemn Phnom Penh with a cheap throw away line.

I'm just pointing out that while it's difficult to find a decent place in a quiet area it's not impossible.
Getting 3/4 hours sleep per night because of traffic noise in the morning gets to me after a few days, so I prefer to stay in an area where I can sleep in a bit.

I stayed at a riverfront hotel and the motorbikes, cars, buses, trucks blowing their horns started at 5 ayem. That road is a highway. After a couple of days, I couldn't take it. Having a view of the river and all that was nice but the noise was horrific and I couldn't sleep thru it.

I didn't say Phnom Penh should be avoided at all costs. Some people like it. Some people even like the urban centers of India (!). But if you dislike extremely loud noise on a consistent basis, or if you're a light sleeper who needs rest, then you should look elsewhere.

Anyone who's ever been to PP and says it's not a noisy city is deluded.
I've been to PP over 20 times in the last 3 1/2 years. I keep changing hotels because of the noise of traffic, weddings, funerals, karaoke joints, sales people with their 1000 watt speaker setups, etc.
Complaining about sleep deprivation in PP is not unjust. It is what it is, a noisy Asian city.

Get your bar fine to sit on your face and you will soon find quiet.
In Phnom Penh and as I expected after two massages I can say that a HJ is pretty well guaranteed. In one case after a 'balls massage' which rivaled the celebrated Rin in Bangkok.

At Sakura I have been a number of times. It is OK with very friendly girls but I can hardly believe that anything more than massage is on offer at Sakura. I just do not believe it.
The Rex Hotel has a fish bowl on the first floor with ladies in blue polos (Cambodian) and pink polos (Vietnamese). At about 2pm there were perhaps 15. 20 girls in the fish bowl.
