Wasn't Tijuana last night and and did not see any sign that the police were shaking down with people. It is also a good idea to try and go whereas other people around and not get yourself isolated. This makes it harder for the police and the banditas to rob you.

So the 078 and 911 numbers didn't work that well but you also have the "Buton Emergencia" App on your phone that you know works. I had mentioned this App before but someone said it didn't work for them, I forgot what the problem was but maybe you can inform others here how it works because the more we get the information out on how to avoid being taken advantage of in Tijuana the less it should be an issue. As far as the emergency button, more on that later. But here is pretty much a copy of the actual robbery that I'm sending to whoever will listen.
On Sunday December 1st 2024 myself and a friend were picked up by a didi rideshare at 10:21 pm As we were headed home we were pulled over by the police along Revolucion between the Hotel Hacienda de Santiago and the bridge at about 10:24 pm There were 2 female officers in the car. One described as a bit plump and the other very short, like most bandits the short one was wearing a mask.
While the larger female briefly spoke to the driver and my friend on the drivers side. The short one about 4 foot 9 to 4 foot 11 ordered me out of the car to be searched, while having no concerns for the driver or my friend, Upon exiting the vehicle I placed my hand in my left front pocket where I was carrying my money about $70 dollars in 5 dollar bills and 1 10 dollar bill. I then said " me dinero en mi mano. " and the officer said nada en su mano and I left the money in my pocket. And placed my hands on the car. After a brief search and taking a photo of my ID she said we were free to go. As soon as I got back in the car I checked my pocket and the whole wad of %'s and 1 10 was gone. The other pocket that had a bunch of 1's that money was still there. I immediately tried calling 911 to report the crime. But my phone did not work, I used the friends phone. I described the description of the thief along with the police car # BC-xxxxx which I had noted on the front bumper of the patrol car. At the end of the call I requested a supervisor be sent to our final destination. While no supervisor was ever sent I was given a report # 15 xxxxx. Any help regarding this matter would be greatly appreciated.
While I did speak to Sindicatura regarding this matter. I felt a formal complaint was not the best route to take at this time. Since I have not heard anything back about the report that was made, in an attempt to follow up on the investigation somewhere along the way I was referred to your office. Judging from the info I provided it should not be hard to figure out who the thief is. While I would like to have the stolen money returned and find out the status of this case my main goal would be to meet with the supervisor of the officer. While I have been visiting your fine city for over 45 years and have heard numerous stories of police corruption. Many of the stories relate to someone committing some type of violation and then paying some sort of bribe to make the violation go away. However in my case an officer committing a robbery under the color of authority I find extremely disturbing.

I was pulled over in a Uber about 5 years ago by the arch. I took my money and cell phone and held it in my hand. One of the cops tried to stop me from holding my money in my hand. They relented after I insisted.

So I was able to go back to view your past posts to see if I had missed anything which is when I noticed the post about the police. I didn't remember seeing that in the past and you were the only other person that has mentioned the emergency App.

Your story on the female cop is very aggravating, I know not all officers are good but from my experiences they are just doing their job and if you know Spanish and aren't disrespectful to them they don't do anything illegal. I think in your case I would have been more assertive that you were going to hold the money in your hands and tell them it's not that you don't trust them but it was advice you had from other officers. In some manner you have to let them know you're aware of cops stealing without directly telling them that you think they are a thief.
Of course it's easy for me to make these comments after the fact and I'm not sure how good your Spanish is so that makes it more difficult.

I still believe it has to do with your phone not switching over to the Mexico provider since you are close to the border so it thinks you are still in the US.

What time were you there? I got there a little bit past 10pm and the police and national guard presence was about as heavy as I have ever seen it.
A federales pickup truck slowly followed me as I walked all the way down Constitucion. I turned left into the alley and they turned left as well, still following me. At that point I was certain they were going to pull a stop and frisk on me, so I walked into the Oxxo for a couple minutes waiting for them to clear the alley and then walked straight into HK.

Not sure of your age and how you dress but like others if your a single male you will be watched more do to stereotypes.

I was in Tijuana from 6-9 pm last night. The police and national guard presence was a bit less than usual. Most of guardia troops were walking around. I would be interested to find out if the Federales have been shaking down people. ? I have only seen the Federale's pickups recently. This is a good sign since they are actually investigating. It would be good if the Federale's were investigating the police.

Phone trouble
Going back to my first police interaction which was over 6 years ago. In that case I was able to hold my money in my hand. And what did the cop do. ? he pulled out his wallet and showed me a wallet filled with USA $ . He then proceeded to rip some of the money from my hand and hand it out to some guy in the street.
I have heard so many cases of cops lifting some money off people during searches but in most cases it is not so brazen and you may be left wondering, did he or didn't he? I thought I had 6 20's and now I have 4. Kind of makes it hard to call 911 and report a robbery I would never do that unless I was 100% sure.
So I'm 2 for 2 when it comes to flat out being robbed by the Tijuana police. While it sounds bad you will never know how enjoyable it is to call 911 and report a robbery and when the operator asks for a description you are able to say it was the f ' ing police and the car # is P 1074.
In that first case a supervisor was sent to meet me and in an effort to sweep the whole thing under the rug he made everything right. Returned my money and made the officer apoligize along with a hug. So as far as advice. If you are flat out robbed by the Tijuana police report it and demand to meet with a supervisor.
In regards to the more recent incident. The supervisor thing didn't workout due to phone issues. By the time the report was made I was already back at the casa in a different part of the city. While my phone has worked fine through out Tijuana on T-Mobile a strange thing happened. I was in a bar shortly before the incident I went to look up a song and got the message, no internet. Not sure what changed on my phone. But whatever it was it certainly prevented my police emergency button from working and wouldn't allow the 911 call to go through. I ended up using the GF's phone. I still have not figured out what is wrong. The following week I was back in the zona and got the same no internet message. For years my phone has worked fine all over the city including the north zone.
If anyone can help I still would like to not let this incident die. Years ago I stumbled on to a list of Tijuana municipal phone #'s and e mails for many city departments. If anyone finds such a list let me know it may be helpful.

Tourists gunned down in western Mexico. Wonder what was behind this? Put it all together, and it sounds like it could be a cartel hit (guy was working in “freight” which raises some spidy senses). Also his brother-in-law is a mayor. They do not appear to be “normal” tourists to me.

So when you say Federales do you actually mean the GN??
I've just noticed some of you using the term Fedérale and also Guardia Nacional. Sorry I'm just a stickler for details.
