And it can be damn cool, without central heating even in in a 4 star hotel!
But if we pick a hot Dominicana in a mayor city, I doubt she can charge more than a girl from Colombia (Bogota maybe we must exclude). That's my impression, overall. One of the major credit card processors in Colombia has been charging 3. 5% on CC transactions for a "foreign currency conversation" fee. I have encountered this mostly in Cartagena but it's also going on in Medellin. You'll see this in your final receipt.
How to not get fucked? Tell the person charging you to do it in Colombian Pesos. They are prompted once you insert your card to choose your currency or COP. Estrato 6, just like in Argentina, make a lot of money in their home country, until the first signs of crisis occur. Then they move the money to countries with low or none tax on capital. Let's the crisis push down worth of real estate and capital intense industries and wages; then they buy back what they sold just a few years ago, for a fraction of the cost. This will never change. Argentina has done it since the 60's, also changing currency every 5-10 years, which the "Estrato 6" class know of well beforehand. Nor will the ambitious middle class attack the real enemy, they are simply to afraid, if not of Estrato 6, so to loose one's face in public and become an odd figure. No the middle class prerfer to keep as much a distance to the poor as possible instead. And often mock them. Both personally and as a class. They don't dare to respond.
