If he charges 70,000 then even the hotel cabs charge no more than 20,000 to $25,000 pesos per hour and $70000 is clear ripoff.

In apartments too the visitors must check-in at the reception (apparently in Bogota all apartments have doormen and security at entrance likely because of lack of security in the region). The doorman on duty calls the apartment via intercom and asks if the resident is expecting someone named (visitor's name). It is for safety and is a good thing but if you plan to call for 2 to 3 companions every day for a short time like I do then this may raise some suspensions with the security. Generally I have read exchange of money for sex is only allowed in designated areas and is illegal elsewhere like in Chapinaro. Now this may not be enforced (and I don't intend to take part in sex or sexual activity just companionship) but lack of enforcement doesn't make it legal.

I'm not collecting the fare and it may be negotiable. Anyhow he has intimate knowledge of the casa in the north. Like I said I'm just trying to help my friend.

I decided against hotels and now am about to rent an apartment in Chapinero Alto I think on Callie 72 Carrier 1 or 2 not sure. I really like the apartment but what I read tells me that around Parque 93 is safer so I am two-hearted as I haven't found such a great apartment around parque 93 and usually it is more expensive. Would you experienced people on the ground say that Chapinero Alto is safe enough at least to walk daytime? Or early evenings as well?

Was a nice size place (52 sq meters), safe neighborhood, had a doorman, but he didn't ask for the girls ID or register her when I took her up. Cost was about $50 a night. It's called "Lovely modern apartment. Easy access to 93 park" on Airbnb if you want to take a look.

You are going to confuse the neighborhood by having women come to visit. Probably will disappoint a few guys as well.
Chapinero Alto is Bogota's main gay neighborhood.

Zona G is where you find the best restaurants of Bogota. It's the favorite outgoing area for elder people, as there are no bars and discos like in Zona T or Parque 93. Not my favorite place, not fun enough, but yes it it safe.

I stayed here last February and did not have a problem bringing a lady to my room two nights in a row. I usually book the room for 2 when I travel. The lady was well dressed both times she came and we did not have a problem. All that being said, the lobby is small, so you're not going to sneak anyone in and someone dressed provocatively may get a different reception.

Probably the worst thing about the location is that it's always going to be an uphill walk to get back there. Safe area, quiet area, some nice restaurants not too far away, but that uphill walk, if you're not used to the altitude, can be rough.

Some 5 star hotels won't even let girls in. Others will charge you the price of the room for a girl. Guest policies change all the time too. It is just not worth the headache.
In Colombia, all high rise apartments have doormen. I don't know if it is for safety reasons or whatever. Most will call you if a girl comes. Very few if any will check ID. However, if you tip, they will pretty much do anything you want! If you plan to have lots of girls over, I would get friendly with the doormen and tip them.
Paying for sex is legal in Colombia. Just be discreet and you will be fine.
