I am not an expert in banking so I do not know if you will be able to open an account in one of the banks of Budapest as a tourist. I assume most banks will require that you have a valid residence permit / work visa or an address card or some kind of proof of rental such as a lease. You can try it anyway. Do you not have a friend who has a credit card with which you can buy membership?

I'm looking at options for a trip to Eastern Europe. Reading through 20+ pages of the Budapest forum I think I got a very rough idea of what's there in Budapest. Of course I speak no Hungarian. I'm also not a fan of on-site service and prefer to take back a girl from the street or the internet. I'm going to summarize what I think I learned from the forums thus far. So we were two friends visiting BudaFuckingPest LOL (in August), for the sziget festival. And also the city for the first time.

I am going to break the posts with my experience with the escorts and my friends with his experience on a different post.

I am not aware of the BBFS route in Hungary and you know to be careful. A previous poster commented on this that a local clinic has quick inexpensive turnaround so if you met someone you really liked, mutual testing would be an option.

I have stayed at AirBnB's and VRBO and never had a problem bringing girls in. Never had problems at hotels either although you should be discrete.
