What happens is this:

The average Indian is readyto pay more for something which is illegal, particularly when he knows there is risk of being caught and the participant is also risking. Then he does not mind paying mroe, so ends up paying more at a MP vis-a-vis a brothel in a red light area, where everything is 'taken care of' and the risk of being caught is minimal.

While he can pay 500 as tips in a MP joint, he would not bother to tip the taxi guy who has driven him safely for one hour back home!
