They really don't mess with locals unless you're doing something suspicious or disturbing the peace. I know it can be a pain in the ass but mainly theyre looking for drugs or something to take you in. They see that you're not from there so they want to make sure you're not buying drugs. Specially downtown juarez. Theyll leave you alone if you don't give them any reason to take you in. Let me know when do you want to go and well go together. Its not a guarantee that theyll leave you alone but ill assure you they will not bother if they see you with a local.
My advice is. Try to fit in. Try to look like you own the place (I call it like that because I'm from juarez) like you know what you're doing and were you're going if the cabbies try to talk to you ignore them like you know where everything is in juarez.

How you doing fellow mongers! I wen to Juarez last night and I stopped at alice and charlies. Well let me tell you the place was packed a lot of locals and fellow gringos at the place. All the girls were looking good and willing to go for it for $60 (they were a lot of 8's!) a lot of girls looking really good. I didn't get names and numbers because I just stopped for a quick beer. Now I remember. I walked into this place on a Saturday night about two years ago. There was a lovely dancer that spoke English. I had one beer and left about 10:00 pm Did not see much more action. Went over to Juarez late this afternoon to meet up with one of my favorite providers, a gal who occasionally sells chewing gum on the downtown streets. Am sure you all likely know this, but anytime you visit Juarez, it is crucial that you do carry some kind of I'd with you. She told me that a couple of weeks ago, three cops stopped her and she had left her I'd, a voter electoral card at home. When she could not produce her I'd, and only had 50 pesos on her for a "mordida," she was put in jail for twelve hours. I later visited with a street vendor and he verified that is what the cops always do. Unless, of course, you have about 100 pesos, or $10 dlls, to pay off each cop.
