There is no penalty for selling one way ticket but there may be penalty to allow passenger without onward ticket to another destination to board or the airline may be forced to repatriate the passenger on the next flight.
I usually fly round trip to Thailand with return flight to US several months later. The carrier will ask me for my flight out of Thailand within 30 days because my visa is only valid for 30 days. They know I have a flight out of Thailand several months later but that does not count. I use Thailand as my base travelling in Asia. I could go thru this several times a year on the same trip between several countries. One time the airline worker even chased me down in the airport because they forgot to check my outbound ticket.
