You seem to have been listening to Chinese whispers regarding international tourists. There has been a little expansion in who may enter Thailand from the previous "Thai citizens for repatriation only". However, it really is limited.
- Medical tourists and their carers who must undergo 14 days quarantine at the hospital. At the end of quarantine and treatment they are allowed to travel around Thailand.
- Foreign spouses of Thai citizens who hold a marriage visa who must undergo 14 days quarantine at an Alternative State Quarantine (ASQ) hotel facility. The list I saw a few weeks ago had costs ranging from THB 50,000 to 150,000. It should be noted that they take quarantine seriously here. I have not seen details on ASQ but the Thai citizens are confined to their room and their meals are brought to them by staff in full PPE. It is not the self isolation and be a good boy routine that some countries have adopted.
- Work permit holders and Permanent Residence holders who also have to undergo 14 days ASQ. Permanent Residence is not a matter of where you live full time, but an immigration status for which there are a whole load of hoops to go through.
- Business / Investor visitors. These do not have to do quarantine, but are restricted to a strict itinerary, not permitted to use public transport and not allowed to visit anywhere not on their itinerary.
Still excluded are Thai Elite Visa holders, Retirement Visa (or Extension of Stay based on retirement) holders, Long Stay (OX). Tourist Visas and Visa Waivers are likely to be a long way down the pecking order as things ease.
There is occasional politicians puff about travel bubbles but realistically very few places likely to be viewed as "safe" origins and those that are may choose to open up to other countries which Thailand would not find acceptable and so the bubble doesn't happen.
Finally, predicting when any easing is likely is impossible here. This is both because the situation in other countries is still evolving and when things do change here it's always at the very last minute. As an example the current visa amnesty put in place for those "trapped" here expires at the end of the month. That leaves a lot of folks here on 1 year tourist visas which require re-entry every 90 days (so called visa runs) uncertain what happens on 1 August. As it stands they would have to do a visa run in August but will not be allowed back in. When will they know? If it is a week before the end of July that the decision is finalised that would be very early for Thailand's bureaucrats.

One point I would add is to not believe anything is certain until it's been posted in the Royal Gazette. There have been many cases over the past few months where changes have been announced by a government official, from the cabinet or CCSA only for it not to be approved. Recommendations and decisions have been made public only to be reversed at the last minute. Complicating that is that provincial governors have the ability to add greater restrictions than set for the nation.

The uniforms may feel, they have absolute discretion to control but with the economy tanking and millions out of work it's more than possible that this overly cautious approach will be relaxed quicker than we currently anticipate.

I have not met a womanizing playboy who can find a money-free fuck with a new girl almost any hour of the day who is not still required to jump through some kind of hoop or two before, during or after a fuck by either assuring the girl she is "special" or being pestered to call or see her again afterwards. There were far fewer punters. Just local farang, local Japanese, and the farang visitors. And the Japanese and the farang fished in different ponds. Before this virus Bangkok and Pattaya seemed to be in high season no matter what time of year it was. After a while you get used to the massive amounts of sausage all around. Sausage crowds don't bother me like they used to because I can still find that special dancer and get my fill. Hopefully nothing will ever happen to the pussy pipeline in Asia. Cheers.

Bad timing on my part to decide to live in Korea and Japan instead. Oh well, can think of worst places to live than Shinjuku, Dotonbori, and Myeongdong.
