Always ask before, of course. The only place I've had any consistent luck finding anal in Thailand was in Pattaya, and there maybe 10% of girls can do it. Usually maybe 20-25% of the older ladies (say 30+), maybe 5% of the mid-twenties ones, and finding a 18-21ish girl who can do anal is very rare - less that 1%.
Basically if you do it without KY you are often messing it up for the next guy - the girl will get hurt and either swear off the practice or at least be unable to do it with any verve for a few days.

With freelancers (in Pattaya, they are my favorite targets), I often ask if anal is possible before making any deal with them.
Sometimes, it's something that I ask only if I'm not sure that I would fuck the girl otherwise (not because I am not really attracted by this particular girl, but because I believe at that time that I may easily find someone more exciting).
Sometimes, I don't ask before, especially when I am really aroused by the girl (and because I would fuck her anyway, anally or not) or if I feel that there is already a good chemistry between us after a few minute conversation with the girl.
