Drove down to Tijuana and parked the car in Pepe's at about 6:30 while the sun was still out. A few hotels and shops nearby had been busted, locked and sealed with prosecutors' notices. There were no policias' pick up trucks or squad cars in La Zona, only a few moto cops at the entry into the alley near bar Malquerida. La Zona was quiet and peaceful.
Checked out the bars and walked around the block. There were not too many people in the block nor too many girls in bars or on streets. The wingman was hungry so he was gulping down big fish and shrimp tacos at the Playboy Club corner. Went into HK to look for the spinner blonde Anna on Friday night. There were fewer girls and fewer guys in HK on Sunday, missing a few top-tiered chicas, but the bar was much more enjoyable without the jam-packed crowd.

Just got back from another epic 12 hour sesh in HK. Spent way to much money, but had a great time fucking my favorite all night, and a few other new chicas. HK had a lot of good talent working, had to tell a couple chicas ill bang them next time I'm there.
I took a 3 or 4 day cruise on the Celebrity Millennium from Miami. It's a newer 5-star ship, the facility, food and services were truly 5 star. It's known as the single cruise because a lot of singles would go for long weekends, partying, drinking, gambling, sex etc. Just being naughty.

Kept it civil. Apologised, yada, yada. Then they suggested we might want to make a contribution. I asked directly - 'how much' - and he wouldn't answer me. This went on and on. Round the houses. He kept saying what do you think. And I kept saying ' I don't want to insult you'. I think I must have wore them out. They said forget about it and drove us back to Zona Norte.
Was nice to check out Tijuana. Only in the USA Temporarily. So highly unlikely I'll be back. Next stop, Managua in a couple of weeks.
The girl probably just moved over from Adelita, where Coahuila hotel charges $12 for ST. HK's Cascada hotel charges $17 or 280 peso for 30 min with HK girls, while they charge only $5 or 80 peso for 20 minutes in the same room. There are plenty of attractive street girls who charge 300 peso or so for about the same experience as HK chicas.
$17 for ST is pretty steep for Mexico. Lots of guys complain and boycott that high room rate, making HK chicas lose business.

Those guys work on salaries and would just put your tips into the till for the boss. There are no reasons to order from the meseros when you are near the bar.

Hotel Ibiza and Cascada are both new and nice, charging $5 or 80 pesos for ST. Hotels Mini and Garcia are also fairly clean, same rates. Usually a bribe is suggested while all of you are still in a location close to where you were stopped, before you are driven around in a policia vehicle. Since you've indicated that you previously read reports here, were you asking to see the judge?
Are you sure you made it all the way to the front of an actual Tijuana policia station before you were asked to pay the fine or make a "contribution"? Any idea of where you were taken or how far you were driven?
You expressed a willingness to pay something (even though a small, non-specific amount) and yet were waived off, let go, and driven back to La Zona? Which LZ bar was OK with the two of you stroll out while drinking your beers?
