Best country for non-pros in Asia, Central and South America ?

I thought I'd revive the core topic of this forum. If you were retired and looking for a good place to move to with cheap living expenses, which would you pick?
I'd like a Coastal Location with good diving and fishing. I prefer slender lighter skinned women ( white/mestizo/indian). The language they speak is no problem, although I speak spanish semi-fluently. I just prefer a place where a westerner with money is sought after. I don't want a place with alot of crime. I am more apt to stay in the americas (CA and SA) - I think asia would be too much of a culture shock - but I have added southeast asia to my list below. I have narrowed down the list to a limited number of countries, below. It would be helpful if I could hear your guys opinions on the following countries only:
1. Colombia (northern coast) - is too damn dangerous (are their any safe places in colombia?)
2. Cuba - has too many problems - it is expensive for foreigners, most important: the police arrest girls who are with foreigners - so it is difficult to date girls there.
3. DR - would be just right for me - it just seems too expensive there
4. Venezuela - too expensive and too dangerous
5. Nicaraugua (east coast) - just too underdeveloped
6. Costa Rica - too expensive
7. Belize
8. Honduras
9. Brazil - too expensive and too dangerous
10. Phillipines -
11. Coastal Thailand -
12. Coastal Cambodia -
13. Vietnam -
14. Guatemala (Carribean Coast Only) - Puerto Barrios
15. Mexico - too expensive - too dangerous
16. Panama - way too expensive
If anyone has lived in any of these countries, I would appreciate their feedback about:
1. cost of renting an apartment with A/C
2. crime against expats
3. friendliness of the women
4. overall costs of living
5. general water activities (diving fishing)
