At least mine (France) - before the 20th century, and for the same reason: tanned people were the farmer, so they are poor and not desirable.
Things changed in France and in some other European country) when people started to have leisure and holidays, especially since at the same time the doctors said the sun ans sport were good for health, so people started doing sport and other outdoor activities. And then a tanned skin was associated with healthy (and of course wealthy) people.

If so, I don't have much input to offer on that since the former is not really my thing. I'm not even sure how Khaosan Road has worked its way into the list of options of late in terms of Freelancers, Bargirls and the typical Lower Sukhumvit P4 P vibe and opportunities since, to my mind, it was and still is mostly a family-friendly, touristy restaurant and loud bar area where we go to check out chubby European pack-packer girls with, for the most part, their very tall European back-packer boyfriends.

But on the biggest, most visible and easily accessible live-and-in-the-flesh Freelancer and Bargirl options, the choices in Bangkok at the moment are, with 1 being the biggest:
1. Sukhumvit Sois 4, 6, 7, 8 and 11.
2. Soi Cowboy.
3. Patpong 1 and 2.
Moving from the bottom up, Patpong 1 and 2 are beginning to show more signs of life, but are still mostly dark with only a handful of bars open and operating as beer bars, not go-go bars. I would find the pickings to be too small to choose a hotel room nearby just to be close to it.
Soi Cowboy is beginning to rock a lot more lately since they have followed suit with the Soi 4/ Nana Plaza format of converting some of their go-go bars into patio beer bars in order to deal with the Covid restrictions.
But the Sukhumvit Sois 4, 6, 7, 8 and 11 area is still the area going strongest now in terms of live-and-in-the-flesh Freelancers, Bargirls, customers and party vibe.
The distance between Soi Cowboy and, at the furthest point from there in this part of Bangkok, Soi 4, is so minor it almost wouldn't matter which side your hotel favored. If you're staying closer to Soi Cowboy then you would also be closer to those Happy Ending faux massage shops in the Soi 22 and up area. But, again, that isn't my thing so I can't offer much info on it.
I should also mention that the number of girls and customers in the Sukhumvit Sois 4, etc area was down this past Christmas weekend, during this week and is likely to be down this coming New Years Eve / Day weekend. Much of that is because many of the girls return to their province to be with their family for New Years Eve / Day and may have left earlier last weekend. But some of it could also be new fears about a potential Omicron variant spread. Hard to say. I rarely meet a Bargirl or Freelancer anymore who doesn't brag about having been vaccinated already and some are even going for a booster shot. So there is concern about it.
