I found a building on Calle Vicente Celestino Duarte that appears to be where these apartments / rooms are located. The location is in the North East part of Zona Colonial, a bit removed from where most tourists walk. The day I visited, the front door was locked shut, I did not go inside. From the Paseo Colonial website room rates are $28-$45. From the rent in dominicana website the rates are $40-$55.
I don't believe I would ever stay there, it is on a very quiet street (practically deserted) and not very close to the main tourist areas. The second floor has no bars outside, I did not see any security guy sitting outside. I thought the place was closed, the way the front door was locked shut and I didn't see a doorbell.
There is an apt hotel, I stayed at about a year ago. I bedroom, with a full kitchen etc. It doesn't look like a hotel from the outside at all. The weekly rate was real good and I know they have monthly, (I met a guy who flipped houses in the states and would stay there 3 months at a time) For the life of me, I can't remember the name (I think Atalaya) or something like that. It was off of lincoln and sarasota not far from the hotel BQ. It was clean and cheap but not near the tourist locations or the casas.
I will confirm the name and location while I'm down there.

Outside the cafe, I have always seen a security guy, hired from the security company whose owner also owns the Maison Gatreux hotel. Usually several Politur (police) stationed around there as well. Official tour guides in light colored shirts stand around there as well, one offered me a chica for $100. The Edificio Read seems to be, minimum 1 week rentals, starting at $35 per night.
Rent in Dominicana, the Gazcue and Naco apartments look nice. Gazcue apartment, $70 per night. 3 night minimum, $250 deposit. The Naco apartment has an outdoor terrace, $80 per night. 3 night minimum, $300 deposit.

It is located two blocks east of Ave Enrique Jimenez Moya (also known as Avenida Churchill) and about 6 blocks south of ave 27 de febrero. On the google map find Ave Enrique Jimenez Moya at is intersection with avenida sarasota and you will see ABC School to the right of that intersection (down one block) , that is where hotel atalaya is located.
It is not walking distance to Gazcue or Zona Colonial. During rush hour you can probably walk to Gazcue faster than taking a car from there. Traffic on Sarasota can be super slow and on the malecon during rush hour can be slow.
Hotel el embajador is located near there, on the other side of Ave Jimenez Moya, off of ave sarasota, and hotel BQ is located near there on Sarasota. Avenida Sarasota is a nice street. Runs through the neighborhood called Bella Vista. There used to be street walkers on Sarasota near the BQ Hotel and Hotel El Embajador.
There are now street walkers on Ave Enrique Jimenez Moya (Churchill) , near the Malecon.
Late at night it is less then a ten minute drive, with no traffic. During the middle part of the day, with less traffic a 10-15 ride. During rush hour could be an hour to get to gazcue.
El Embajador is a chica friendly hotel, as is Hotel BQ. There is the Bella Vista Mall near there and Parque Mirador del Sur is just south of bella vista. Guacara Taina restaurant / disco in a cave, is located in parque mirador sur. From bella vista you would be a little closer to the Hangar and Jetset bars and closer to Pink Pony and the Penthouse.
