At night, especially for a newbie, the best place to stay is on Coahuila (the main street in front of Hong Kong, Adelita, Bar Tropical), in the "alley," (the strip behind Hong Kong where many girls stand and many small hotels and bars are located) and Constitucion (the North-South street that is one block east of Ninos Heroes). Ninos Heroes, except for the portion between Coahuila and the alley, has nothing much to offer after dark and is best avoided by newbies. Hard to say without being there, but the cop may have been doing you a favor. That is if he didn't steal anything from you.
When in a bar, especially HK, and a waiter brings a girl you don't want, you firmly say No, Gracias! You don't let her sit. If you let her sit, YOU ask if she wants a drink, you never let her order from the waiter. HK is the absolute worst about chiseling clients on lady drinks. If you take a whatever attitude it will wind up costing you. There's no point in getting into a pissing match over a ficha. It's a cheap lesson. Next time you'll know. For comparison, in almost every other bar, especially "hostess" bars patronized by locals, the bartender or waiter will make eye contact with you and confirm that it's OK to get the lady another drink. They almost never take her word for it. That's a classic HK scam.
So, in summary, stay off of NH south of the alley after dark. Never let a waiter force a girl on you that you don't want. Never let the girl order a drink, and never pay for something you didn't order.
Now, if you can carry on even a limited conversation in Spanish you may wish to check out the other places in the alley. I find them more interesting overall, unless you're looking for a USA-style strip club. But it can be fun to do the $1-a-dance thing with a chica, or have a beer and butcher her native language before going upstairs. Tijuana can be a lot of fun if you have an open mind.
To prepare for this trip I did a lot of reading on the HK and ST threads, many useful tips from Captain Solo on where to exchange money, cab fare and always pay in pesos rule. There are many others but his name is the only that I remember now. I wrote down a few names that were mentioned, at HK: Lidia, Zuma, Charlene, Sasha; ST: Valentina and Wendy.
Parking: I parked at Gateway Inn, corner of San Ysidro Blvd and Rail Ct. 8 bucks 8-10 hrs, 24 hrs is 20. You have to negotiate if you plan on staying for more than 8-10 hrs, don't wait until check out or it'll be 30 bucks, I found out the hard way. I figure this is the best place to park because it is a very short walk from where you exit custom. I mean after waiting in line for an hour or two, who would want to walk more.
Exchange money: the best place is a little kiosk a couple of steps in front of the custom building. There is a metropcs right in front of it. Its sign is small and very easy to miss, which I did. The rate everywhere was 1 to 18.3 and at that kiosk was 1 to 18.8.
After walking out of Mexican custom building, I was looking for a cab and all was asking for 5 bucks, I encountered with 50 pesos and they laughed at me and was like 50 is for propina. Damn, do I look like I just hit the jackpot last night amigo? No biggie, three drivers after that and I was on my way to HK.
First thing I did was to buy a vip card to get the special rate at Cascada, which is only 11 bucks on Tues, and it gets you a free drink. Wow, for the regulars who live in SD or the OC, you guys get to bang these chicks weekly? Well, life isn't fair and this is the best example of that. I had a hard time choosing, hotties were running everywhere. Finally settled on Leah, fake small breasts but very nicely done. Half hour for 1,200 pesos. She's awesome, recommended. I asked her to spend the night and she said 400 usd. Did she think that we're going to fuck all night long or what? Another chica I met was Miranda, 2,000 pesos for 1 HR. Parking prices have gone up so much in the last year. It used to be $10 for 24 hours at the old UETA lot next to the metal gate to Mexico. The lot behind JIB was $5 for 8 hours and $10 for 24-hours. On sparse days the lots even had their specials $5 for 24 hours. The guys at Gateway Inn are a bunch of nasty crooks. They would jack up prices on busy weekends. Their lot has no tickets, so thieves can just take your cars out of the lot.
18.8 pesos to the dollar is a very good rate. I usually take cash from my debit card at the Scotia ATM next to Adelita. It says 9.50 pesos transaction cost but actually charge $1.67 fee per $55 withdrawal or about 3%. After fees I get about 17.5 pesos to the dollar last week. That ATM is probably the cheapest machine in La Zona or even Tijuana. The other machines would charge $10 for terminal fee and other transaction fees, which could be expensive.
50 pesos for a ride to La Zona on Taxi Economicos is reasonable. Don't let the cab drivers manipulate you and rip you off. Locals pay like 30 pesos. If you cross over the foot bridge to the West side of the freeway, Yellow Cab has shared taxis for 5 passengers for 10 pesos each. If you are lucky, you would be packed in the back seat between 2 hot chicas, and you can inhale the sweet smells of their sweaty armpits and damp, hairy crotches on the ride. Hehe.
HK VIP card $50 for 4 months is a very good deal. You get a free drink to come in the club and special 80% discount on all Cascada rooms on Monday and Tuesday, making single room only $11. Cascada has about 300 rooms. Some Tuesday night most rooms were booked. On long weekends, sometimes all rooms were booked. It helps to arrive early, like 11 AM to make sure you have rooms.
Half hour with Leah for 1200 pesos or about $65 is a very good deal. 2000 pesos for an hour with Miranda is also good. Looks like you know how to negotiate with bar girls. For many years I used the ATM at HSBC bank (NW corner of Revo & 2nd). Over a decade ago I opened a checking account at HBSC in the United States and used that account's debit card. As I recall, there were no fees. But back then it required I keep $1,500 in the checking account to avoid monthly service charges on the checking account. When I stopped going to LZ for about a couple of years, I closed that old account because HSBC wasn't convenient to me in south Orange County, I think the branch was in Rowland Heights.
Nowadays I use a Schwab One account debit card at Tijuana ATMs because Schwab supposedly refunds all ATM fees. I never felt secure using that ATM at the HSBC bank branch, but I like using their ATMs inside Calimax grocery store at 2nd & Constitution or the one inside the Soriana on Revo between 3rd & 4th streets. The ATM declares that it charges a fee of 33.5 pesos and the Schwab One account got refunded $1. 82 for that fee at the end of May. The exchange rate I got was right about the market exchange rate you see posted at the entrance to Soriana, which always seems to be a lot better than what's offered at any cambio.
