No RTPcr or RAR required to enter Maharashtra, but they randomly check for vaccination certificates, so if you don't have that, better you get an RTPCR report.
The rules keep changing by State when the cases increase / decrease. Best to check indigo website. Home page has link for both domestic and international.
Since Oct been to Mumbai multiple times, never needed any report.
