All they need is to prosecute them and put them in jail. If by chance a smash and grab is arrested he is released on $0 bail. Several commit the same crime the next day. Some are arrested twice in 24 hours and are still released on $0 bail. They are assigned a court day by if they don't show up then there is a warrant on them. Just Google Covid deaths in 2021 and every news site will say as of October 6 there are more deaths from Covid under Biden than deaths under Trump.
