(You also need to be aware of their insurance scam.) They give low quotes to get the rental then hit you up with an additional charge at the counter where our options are limited.
Winter / all season tires are the 'law', but what's the justification for the additional charge? Do they take the winter tires off the car after each rental, then put summer tires on the car when it's turned in? What are you really paying for? Also check to see if you are actually getting winter tires, my last rental with Thrifty had all season tires even though I paid the surcharge for winter tires. The tires satisfied the law but weren't what I paid for.
I think it's just a scam to increase their revenue when the actual cost is a small fraction of the surcharge, then blame the additional charges on the new law."Don't be mad at us, it's the new law".
I've started using Hertz through AAA and haven't been hit up with any additional charges. The car was a lot nicer too.

That portal is not loading for at least two days. Who knows what is the reason? Just temporary technical problem? Or it is closed?

The proof will come in two days when I show up at their desk and check out the car. If they add the surcharge I will argue as best I can not to pay it. If they insist, I may well cancel the whole reservation. We'll see. I still expect them to accept the total price (without winter tyres) agreed to on the web site offer. I note that they already charged my credit card for that relatively low (tyreless) amount.

I did go to Germany in late November-early Dec. The Sixt car hire did NOT force me to take winter tyres. I was charged exactly what was agreed to when I booked the car on the Internet. In fact, I had pre-paid the car hire when I booked about one month earlier, so how could they charge me without adding an extra charge at the desk? It was great. They gave me a brand new Audi, with diesel as I reqested. For all I know, perhaps the car came with winter tyres already at no extra charge! There was even Nav, which I did not order and it came gratis! All in all, I was quite pleased with Sixt. What a world away from Thrifty.

The ones I've met who claimed to be from Italy are Romanian imposters.
Anyone have a good explanation?
