Now I know taking one of the so called "Safe" taxis should be hassle free, but occasiionally they do run out of change, but normally its when they don't have change for a red bill that it becmomes a hassle. Your argument over 3 kuai probably ciased you more stress than it was worth, but now it really will as everyone is going to give you flak over your complaint, so suggest you just STFU and bite your tounge.
Are available and most taxis take them. Then you don't need to hassle with change. If they don't take it pay low. Just don't get angry. Loud is OK. And some of them won't take you to a sauna. I have cards for the saunas I go to with the address on them and some self righteous Chinese guys don't want us fucking their girls.
