Imagine LE creates a new account and goes about the same, they can track you by the payment mode. The guy who is selling is screwed, then they get all the people who paid him secretly monitor the SP's or MP's etc. You end up there they catch you, and then your life goes to pot. Your passport verification is to check, if you have any criminal records in the police station or if there is a case pending on you. This is to make sure people don't flee the country with a case. They have no authority to check your phone records unless they are investigating a case.

If you already have a password and renewing it with the same address, then there is no police verification.
