There is no Thai law forbidding the act of paying someone money for sex or for someone receiving money for sex. Not unless the recipient is under the age of 18 or has been unduly coerced into it (whatever that means. The law is not as clear as it can be about that) or forced into it by the customer.
However, there is a law against providers making a public nuisance of themselves about the services they are offering, such as crowding or blocking a walkway, grabbing at passersby, shouting "Get your hot fucks and blow jobs right here" across the street at potential customers and their wives, etc.
And there is a law against "living off the proceeds of prostitution" if you are not exactly the prostitute in question, such as a pimp, a parent, a husband, a boyfriend, an employer or someone else in authority who could have "unduly coerced or forced" (ah, there it is again) the prostitute into having sex for money against their 100% free will or a bar or club or agency that rakes off some of that P4 P money for themselves.
In all probability, that last one is what the agency you cited got busted for unless it was also for hiring too young staffers or foreigners without the proper work visa. Tricky concept I realize since, hey, doesn't every bar, club, shop and agency in and around the Red Light districts rake off some of the money the providers get for exchanging sex for money? Yes. But there is usually some effort made to couch it behind "the massage", "the entertainment", "time with our ladies" or whatever as though that is how they make their money and not from the sex you might have with their ladies.
BTW, that is also why bars, clubs, shops and agencies are taking way more risk than necessary of getting busted, mamasans and owners being arrested and the venue getting closed down for a long, long time if not forever when they get between the customer and the prostitute to demand the money for the sex upfront.
