A permanent ban seems extreme. But I could envision them extending the date for restrictions every month until there is a vaccine, which could effectively be a ban for 1-2 years. People will still find ways to partake underground. But if outbreaks occurs via these underground activities, the politicians can at least say that they did everything in their power to prevent them.
Austria looks to be opening brothels July 1 (so says Goldentime Vienna). It would be a shame for Germany to miss out on all that tourism money coming in.
