If I go up to my mom, daughter, brother, dad, aunt, cousin, best friend (who is rich) and hand them $100, NONE of them are going to refuse it. ALL need money (me included) even if they do not come out and say so. Not many people period turn down money when it is offered. So I really do not see the point in the argument saying this particular group never refuses money when offered, therefore it is supposed to be offered.

Maybe you feel like a jackazz and that you are robbing someone of something if you do not offer money, and offering money helps you to get over those feelings? I have never had those feelings.
