In Bogota I've had a girl come in my room with a valid cedula, but refuse to do anything. What can you really do in that case except pay her to leave right? The thing with Karo is roughly equivalent in the end, except with more drama. The recording devices are there as a last resort in case if ever the police are involved, but you'd rather pay a few hundred mil to avoid the problem and warn others about the biatch.
And it's not just a Colombian problem or FB problem, I've had similar non-performers in Angeles City Philippines. Any Centro chica can do the same in a hotel room, claiming you abused her or whatever. I personally have encountered this enough times to do the best I can do prep for it.

There's no shortage of girls going for the "locals" rate seeing that its almost the entire market there, easily over 90% and probably closer to 95%.
However, there are girls who won't go for the market rate with foreigners because they know they can get more, and paying 20,000 COP more is chump change for most foreigners.
And there are lot of girls in Centro that specifically look for gringos that I call "gringo hunters". In some instances you would think they are following the Tijuana Puta model at least when it comes to time and upcharges like for a BJ.
I haven't heard yet of a Centro worker quoting two positions with only their pant's / shorts off, but it wouldn't be surprising if someone reports this one day as being an upcharge for all of the girls clothing coming off. That will be a sad day indeed.
In your case, and mine, and other "street rats", we can stand our ground with the "gringo hunters", and pay the what the locals are paying, and most of them will accept it. But I avoid the "gringo hunters", a red flag at least for me dealing with them, as they've become accustomed to working gringos. And I don't blame them as it is a business for them.
