The tax she has to pay is 2,000€ then the down payment will be deducted from that amount. No need for a pimp, gang member or 81 er to help. However, in poor places where people are marginalized, the gang steps in where the government is unable or unwilling to. You might reason, "the girl is 20 years old, can speak basic English, she should just buy a bus ticket from her village to DE".
