Government lost 140,000 jobs and added 81,800 jobs between March 2020 and May 2021.

Construction lost 88,200 jobs and added 38,200 jobs between March 2020 and May 2021.

Manufacturing lost 69,900 jobs and added 29,200 jobs between March 2020 and May 2021.

Mining and logging (includes oil and gas) lost 67,900 jobs and added 14,100 jobs between March 2020 and May 2021.

None of the industries listed is back to full employment. Therefore, your contention is, well, everybody knows what it is.
