Best country for overall risk / satisfaction?

I wanted to throw out a question for review. I know that users on the forum often rate places for things like value and quality GFE, but I wanted to get some ideas about health safety. I have long been curious about going to the Phillipines from some hobbying fun, but have been somewhat apprehensive about, what appears to be, the high prevalence of STDs. I have visited places where people are 'tested' like Curacao, as well as more free-for-all places like Thailand. Currently, I am thinking of going to India. I understand that nothing is risk free, and that protection should always be used. But it seems to me that there are definitely different levels of risk. For example, I have no idea why someone would want to risk having fun in sub-saharan Africa.
Therefore I ask, what destination is the safest for hobbying, or alternately, what destination has the best ratio of satisfaction / risk?

As you already understand yourself that nothing is risk free, there's also to such thing as 'protection', except using the safest destination for hobbying: Sitting at home with your dick in your hand watching porn.
But I'm glad that for once someone who is concerned is also putting things in perspective and asks about risk assessment. Given the blown out of porportion hysteria about STDs, I even dare to question whether sub-saharan Africa is all that dangerous as it is made to appear. Not that I'm planning on going there, there are enough pussies from nearly every continent in Germany; so there's no need for me to travel abroad.
Therefore I can give no comparative risk / satisfaction ratio for different countries. I met one guy at a bareback party in Germany who also goes to Thailand regularly for bareback action.
