How could they do check how much cash you take out of Germany (but within the EU) if there is no border??
Regarding opening a german BAnk AC is not that difficult. Even youa re living outsude Germany. Some people living outside Germany yet they could still open a german bank account from challenger bank using Mobile Banking App. Look at N26 for instance. In the past I know Commerz Bank, DKB bank also allow people outside Germany to open a German bank account. Verification is only done using app, no need to travel to Germany.
I am talking about fact you are talking a lot of things you have make up yourself to demonise mongers.

DKB and Comdirect are becoming more difficult now, but it is still possible. N26 is more common as it is a Mobile banking basis. All verification and your overseas addresses are done through online verification. Of course, they will only approve application with verifiable address overseas to comply with money laundry regulation.
I know a few people who own N26 Bank to get EURO bank account for transaction without residency in Germany.

I don't know how way, but for sure Romanians can send much more than 10 000 € home, heard about kind of Western Union but other, or hiding in luggage? I knew Romanians who made big money and didn't live in Germany, but returned monthly or every 2/3 months. I remember one who bought a new car for a bit more than 15.000, not for her, with her first for a bit less than 1 month earning at LR. She had to return to be fucked after 10 days rather than staying 1 month with family as she claimed.
