Exactly, EUR10,000 declaration is when entering and leaving the EU. There is "no official requirement" when traveling within the EU countries. It will depend on the country. How do they check it, where are you going to declare if there is no border control? I also already send quite similar link previously.
Like in any other countries even carrying cash on the streets, train stations, airports in Germany, the authority might ask you the source of the money if you have been detected to carry so much cash in public.

Even if you get infected, duration of infection as well as your viral load are reduced, both reduce the risk that you infect others.

Not zero probability, but much less likely to get from a vaccinated person who would be spreading less viral load and over a shorter period of time.
