Last night was in Manrique with some local party barrio novias, got to love the barrio chicas. Get out of Medellin and certainly the hell hole Poblado.

Its a Zona Rosa with many clubs and bars. Lots of local talent around. I felt as safe there as I do in any other location in MDE. Manrique, El Centro, Barrio Antioquia, Itague, Boston, Campo Valdes, Castilla. That is to say I felt pretty safe.

These sorts of groups cross the line of what is legal, and I think it is safe to say that authorities wish they would cease to exist, so whether legal or not they will bring trouble on themselves. Sex tourism is considered an "evil" by general society there. So the closest to a webpage or guide you will find is this forum, where people merely share their experiences but are not doing it for profit or for personal gain of any kind.
