It's not particularly dangerous. If a taxi driver shows you a catalog or magazine with girls pictures in it, 90% of the time he will be showing you a catalog of salons and if you are interested he will simply call a salon like Domino or Photomodeli (those apartment brothels) and get a girl from there. If he brings in a customer, the driver gets a commission from the salon (raising your price for the girl) and he will also charge you more for the taxi service than he normally would. Although not the best option price-wise due to the taxi driver's commission and his charges to you (about 500-700 rubles in my experience) which raise the total price for picking up the girl by about $30-50... it is also not the worst option if you dont know where else to go. A driver in front of Magrib once got me one of the hottest girls I have ever fucked. Surprised Magrib was dead on a Thursday night, but my recent trips there weren't anything special either. The restaurant area is a pretty lousy place to meet girls, you are right about that. As a comment to the previous reports: I have usually regarded Magrib as a good place to go, and I have had in the past some excellent experiences from there. I found the girls' prices to be mostly uniform, but some girls who have been in films for major labels can ask more.
