It used to be fairly active, but that was a long time ago. Anything left of its former glory is likely to be not Gaijin-friendly. I've never heard of anything reliable in Hachioji. It sounds like you are at Yokota - I'm sure that there's some scuttlebutt around the base on where the action is.There are plusses and minuses for day and night for Sugamo.
