The a negative test report doesn't guarantee a non infected partner. Each infection has a testing window which is the period between the infection entering the body and the time it can be detected using blood tests. This testing window ranges from days to months for different types of STI. Any tests performed during this period will give negative results even if the infection is present in the body.
The intention of this post is not to discourage folks from asking the test reports wherever possible. It is a great way to reduce the risks associated with mongering. My only intention is to ensure that no-one let's there guards down just due to negative report.
