I bought an ATT pre-paid (go phone) for around $10US at walmart. I took the sim card out and put the sim card from that phone in a nokia. I chose the $2US per day plan ($2US, only on the days I use the phone, I don't use the phone everyday). I have sent numerous text messages to DR on the same day and seems the $2US covered the cost with no additional cost.
For contacts in my cell in DR who I don't remember or vaguely remember, I send them a text message saying, I am already in DR and ask them when we can get together for a drink. Some never respond, so I know not to waste my time with them, when I am in the country (but sometimes it does pay to call, because some chicas may not receive a text message or may not have money to respond to a text message).
With the Nokia and a usb cradle, I can read and send text messages through the cell phone using my computer screen and keyboard with nokia suite, which is a free program.
I always reserve the rental car online at least 24 hours before arrival. I lose one hour going to DR because they are one hour ahead (no daylight savings time in DR).

I was staying in an apt in Cartagena for $35 but it fucking sucked. So I moved to a hotel. The cheapest one was $80 and it was very basic. If you go to La Dolce Vida they will want at least $100, whereas in Classico's you can get away with $30. In Cartagena I got some beach rats for $25 but in Sosua you can score daytime action for $13. The taxis are cheaper in Cartagena though.
Hotel palacio in the historiacal zona is pretty amazing. It is close to banks, markets and restaurants. I booked it on hotwire for 65 bucks. It had a great breakfast buffet and was chica friendly. I had three ladies and had no problems. Many things are in waklking distance 3 blocks from hardrock cafe. 1 block from conle st which has p4p chicas walking all day long. 4 blocks from Pacos now Grands a great place to find willing chicasevery nite.
