I have done it seveeral times at the mediocre hotels and also the expensive ones. In any case you intend to change your partner, that will be a problem, unless you are able to remove the tag from your old girl to the new one, which I doubt that it is going to be easy. At this moment, cheap varadero hotels and casa particulares are open to everyone. On 15 October, the better hotels will be opening up but only to international tourists. Myself, a foreigner living in Cuba won't be able to go to these hotels during that time until it is open for domestic tourists. In this case, you cannot bring your chica to the hotel in varadero. Probably in a month or two, they will revert to the pre covid policy. Nobody knows at this moment. Cuba can be crazy. I have not heard of any country going from phase zero to phase three in a day. You can't simply bypass all the processes needed especially in dealing with this pandemic. Only Cuba can do that.
