Tijuana is colorful, exotic, spicy and exciting, unlike the crime-laden urban combat zones or dead cemetery suburbs in the US.
I drive to Tijuana once or twice a week. The shanty area near the border entries is dusty, depressing, full of transients, deportees, illegal immigrants, vendors, beggars etc. And dog shit too, probably the worst side of Mexico, having the highest safety risks to pedestrians walking through. That's why I started driving across to La Zona Norte about 2 years ago, quickly, safely, effortlessly with my Global Entry card. I am much safer driving my own car in Mexico than exposing my health and my life to multiple risks in that border zone. People who are afraid of driving in Tijuana are assessing their risks incorrectly.
Why should you be afraid of Mexican cops and soldiers? You got searched, but not threatened or abused, and nothing was stolen from you, right? You should be happy that El Presidente Enrique Pena Nieto sees fit to allocate big budgets for municipal, state, federal cops, army and marine soldiers to patrol and protect people, businesses, tourists and mongers all along the border to La Zona Norte. If they weren't there, crimes would probably get a lot worse on the loaded tourists and mongers.
The shootings and murders are almost always drugs and human traffickers settling scores among competitors for big business, rarely for personal reasons. The cartels are smart enough not to risk any heat fucking around with Joe Blow mongers. I have been touring, driving, mongering in various parts of Mexico for over 25 years, and have never been robbed, mugged, stolen, beaten, threatened, assaulted or insulted in any way.
Mexican policias and soldiers are poorly paid and overworked. They must be jealous at mongers who have time and money to fuck their prettiest young girls, thus sometimes shake weak guys down and steal their money. I was stopped by policia a few times at night, but I would just dick around with them until they know they could not extract any fear money from me, and had to let me go, usually within 10 minutes. You should see the young Marinas in battle fatigues, carrying full load of weapons and combat gears, standing in the burning sun at a drugs check point mid way between Ensenada and Tijuana. They were sweating like pigs, searching suspicious cars, vans, buses for drugs in the hot sun, but they were smiling their fun, childish, mischievous smiles at me in their miseries. I gave them some ice-cold cokes from my trunk and felt sad for their hard life.
But there is little policia and soldiers presence in other residential areas of Tijuana, which are actually pretty nice, green, safe and well-kept with nice, clean, polite, civilized people, completely the opposite of those hustlers and beggars near the border. I went to clubs and restaurants in Zona Rio and found unbelievably sweet, gorgeous, angelic-looking young girls dancing, partying. Go to Las Pulgas on Revo on weekends and you will find quite a few. I know thefts and burglaries do occur in those residential areas like in all places on earth. So always use all survival skills to protect yourself and your properties in your travels, or even in your own neighborhood.
I actually feel safer in most parts of Tijuana than in downtown LOS Angeles, Boston, Manhattan, Washington DC, Miami etc. Most cities in Brazil like Rio de Janeiro, Sao Paolo, Recife etc. Are well-known to have the worst violent crime risks for visitors. South Central LOS Angeles is definitely far riskier than Tijuana. Don't go there looking for skanky street walkers or you are likely to get robbed and shot.

Boy, they pack you in. But I agree, you can't beat the price and you definitely get the local feel. I'd only recommend it to those that know the area or speak pretty fluent Spanish. I have taken them all over Tijuana and never felt threatened. (A local told me I should be nervous about it but no one has ever looked at me funny and I definitely do not look like the typical rider).

So finally decided to pop my HK cherry. I'll be in SD on business in late July and will basically have Sunday and Monday free before I fly back home to Montreal, Monday evening at 6 pm. Just scroll down. From my limited experience I prefer to take the Blue Line trolley from San Diego to the border. Cost $2.50 & taking 45 min. From the boarder walk towards the Arch (you can see it from the boarder) to Cascadas (I think the only unsafe portion is the bridge, but just follow a big guy to cross, or a Marine) or take a Taxi for $5. Cascadas is the only hotel I stayed at. I like staying there because you can get room rate discounts, with a $50 VIP purchased at HK, nobody knocking at your door when in session, and no joiners fee when I brought up 10 girls (not all at one time, but 1 per hour). HK have all types of girls. Tall, short, fat, skinny, and all shades of color. I believe Cascadas is strict with their check in 3 pm and check out 1 pm. The only place that I have purchased V is from Piri at 56 peso for a 4 pack of 100 MG, located across the Wax Museum half a block east of the arch. I usually go back around 1 pm and never having to wait more than 15 min.
