The bar is actually safe just be careful of the neighborhood.
The bar is a dump, but I have had many great times there.

During the day there are always people walking around the streets in this area and in my opinion is safe. Not sure what it is like at night.

I was probably the only Gringo in the place, when I went. I didn't feel threatened at all. The majority of the girls are good enough, but few speak any English. Some girls mingle, while others just stand and pose outside the short-time rooms. If you see one you like, grab her, because she'll be gone if you look away.
I just returned from Panama. On Mon / Tues there were at least 30 women in the bar. The selection various but still a decent choice to find your preference.
