If you're in Hon Gai (Ha Long Bay area) and looking for action there is only one place I found for full service. It's on Tran Phu street, just opposite the lake at the Ho Dac Di street intersects. There is often a number of taxi drivers hanging out by the lake, not too hard to find with the map (link below).
