The only time I did not tip the roonm boy was when, after having paid for the room, gone in, undressed, etc.. the girl looking at my Junior said " muy grande, muy grande" put her clothes on and left me hanging there without further do.. Customs and Immigrations being that they can be really hard asses a lot of times when coming back across the border from Tijuana, I wouldn't want to try to get back across the border with out the proper amount of ID now required. I would just do the right thing and carry the correct ID required as I don't want to be noticed otherwise or hassled by them and maybe delay my return across the border.

* LATER
At a later date, to be determined, the departments will implement the full requirements of the land and sea phase of WHTI. The proposed rules require most U.S. citizens entering the United States at sea or land ports of entry to have either a U.S. passport; a U.S. passport card; a trusted traveler card such as NEXUS, FAST, or SENTRI; a valid Merchant Mariner Document (MMD) when traveling in conjunction with official maritime business; or a valid U.S. Military identification card when traveling on official orders.

Green Card? If youre talking about the Permanent resident card, then yes that card alone will suffice since its basically an ID and current proof of declaration. I used it the last time I went and it was all I needed. Just don't go if you have warrants, unpaid tickets and the sort. Cause they do scan it through their computer to check for that stuff and will hold you if they find any impending faults.
