OK, I've been in ROK for a while now. Just finally made it out to the hill to have a look around. There are so many posts about the hill on here, but I was actually just kind of "meh" about the place. Friday night around 9PM. Bus service runs every 15. 20 min. Korea is not much of a soapy country. There is a LOT of stop, drop, and pop. As far as recommendations. RTFF.
