If you are going to work as a low level crew, a HRM Certificate seems to be the minimum requirements, as per POEA. Then again, in SG, for a start, Ministries are coming down on employers who depend a lot on Foreigners, Filipinos specially, as the Filipino crowd became too large for not to be noticed here. Yes, RK, these statistics sadden me twice a year when exam results are posted. But graduates can retake the exam any number of times, meanwhile taking review courses at a better university. And the government does close programs with low pass rates. And governments do hire loads of qualified nurses for health care in the hinterlands. Maybe not what many dreamed of, but they can become call center agents if they want to live in the city.

The same statistic is reflected in the very low number of persons who have acquired a 4-year Education qualification and who manage to pass the Licensure Exam for Teachers (LET).

Only 1/3rd of the number who tried passed the most recent exam.

Without going into the merits or otherwise of having Licensure Exams, it shows that so many of the so-called "tertiary-level" programs are sub-standard and are simply diploma mills, owned and operated by powerful political figures who use them as cash cows to generate income from poor students who pay for a useless qualification.

The Government (ie CHED, the Commission on Higher Education) regularly tries to close programs with low or zero pass rates but it is VERY difficult to do when the owner is a politician or related to a politician or retired military or PNP or someone "connected". They just take out a Temporary Restraining Order (TRO) which allows them to keep functioning until it can go to a hearing (which rarely happens) and CHED must justify the reason for the closure. If, miraculously, CHED manages to get the program closed, then it still manages to keep functioning until the 4 years of the program are "taught out" and just expands other programs in the same low standard institution.

In other words, it is not happening as it should.

The "qualified nurses" in the hinterland that you mention are non-passers of the Licensure exam who are employed by LOCAL GOVERNMENTS as para-medical support and they are paid local wages, sometimes with rice and other "in-kind" payments.

Corrupted education a good explanation as any. Decades ago RNs in the USA were predominantly trained in 2 year (ADN) and 3 year (Diploma) programs but then a national push in the 60's and 70's led to ever expanding 4 year programs, and attempts to eliminate the Assoc Degree and Diploma programs. I think the movement in the US to exclude 2 and 3 year nurses was more provincial than outright corruption; more prestige for the professional nursing associations, more students and moulah for the Universities. (I think the exact same impetus arose from PI nursing and medical "thought leaders" who were trying to replicate anything American in their medical delivery system particularly as defined by their academic elite counterparts in the US; I don't think the origin of the 4 year requirement for RNs in the PI was inherently corrupt, though the multitudes of corrupted schools of course are a different story).

In the US, the 3 year Diploma was largely driven to extinction, almost, but the ADN thrived and today there are many more RNs trained in Assoc Degree programs with comparable pass rates on their state board or professional exams, compared to their BSN / 4 year colleagues. One of the few areas where the US educational system has avoided "dumbing down" and keeping a very practical and economic means of training highly competent health care pros.

But might there be a selection bias here? Most of the girls are in the mid 20's to early 30's. I thought young 'round here is 18 to 22. The girls I meet in their late 20's and up consider themselves over the hill. I'm 38. Simular MO as me besides the obvious I do not live in Phils (as I presume you do). Even if it is just for picking up a freelancegirl for the night or if it is for meeting a "normal" girl (datingsite or from other sources) I allways groome up. I lived in Saudi Arabia for a year in Dammam and around back in 1990. They used to have Pinay workers and most of them were permitted to go to the malls and shopping with the kids or employers.
