I think there's a couple reasons some guys prefer to not make a deal beforehand. First is to feel like it's a regular date and they just choose to give a gift afterwards. Feels better than agreeing upfront to pay a girl for sex. These guys will still pay market rate but feel good about helping out the girls.

Second some guys are hoping to get away for cheap or free if it's possible. Maybe she's new to the game and will be afraid to ask afterwards. Maybe the guy has some sales skills and convinces her she will come out further ahead playing the long game. Or he can say he thought she liked him and it was free. Lots of ways to play it for the guy but also for the chica too. If she turns out to be an old pro at this game it can get ugly. And the police don't speak English.
