If you want the guarantee of great weather then it's the dry season; August is the wettest, and wettest = floods. But plenty of folks come throughout the year and things work out for the most part.

You and other first time travelers to MNL might want to keep Robinsons Place Condos in mind. They're attached to Robinson's Midtown Mall and no matter how hard it might be raining, you won't get a drop on you. Just go to the first floor of the condo, walk through ar security door and voila, you're in the mall. Walk, window shop, and they'll find you assuming of course the mall is not shut down but I've never seen that. MBC is just a 5 minute walk away if its not raining / flooding. The lovely ambiance of the Del Pilar neighborhood is at your fingertips. Condo cost is about $60. 00 a night.

The nice part is I get to enjoy the fruits of my labors, so to speak.
