HK's VIP card validates free parking overnight at Pepe's.
When you stay overnight at hotel Cascada, Cascada will not validate your overnight parking, but the HK's VIP card will. I have seen Cascada send a guy with 500 pesos cash to Pepe's to pay for my parking. BTW I drive in and park at Pepe's every week. Never had a problem.
You can also give your car to HK's VIP valet parking. They will park the car for you. You can have your car buffed and shined for a few bucks at Pepe's while you go to HK to exercise you piston.

I always walk from the border to HK / Adelitas. Just look for the giant arches, cross the pedestrian bridge, stop at the pharmacy across from the wax museum to resupply vitamin V and turn right where you see the first set of putas. Left at the second set of putas. 15 - 20 minutes. I probably wouldn't do it late at night, though. Take a libre taxi back for $4.

Pepe's parking has a couple guys watch the lot 24/7. It's the staging place for HK's meseros waiting for their shift, HK's beer storage warehouse, and the golf carts that drive guys to the bars. So it always has people go in and out and stay busy all night.
