It depends on the month. June is quite hot (100-105 degrees) If the weather pattern is normal, it will cool off into the nineties in July and August.
Juarez has several different options for sex. The massage parlors can be good and they are quite affordable ($700 mx per session). I recommend Masajes Zenda and Stoya. If you don't have a car, you will need to Uber or taxi. LaBoutique ladies are great if you are willing to pay more ($2500-3500 mx for an hour of unlimited activity).
There are no nice hotels near the downtown section. You should look at staying at the Lucerna, iStay, or any other of the better places. Again, you will probably need transportation to get to where you can meet your partner. I don't know if any of the hotels are chica friendly, but at least they will be clean and nice. The LaBoutique ladies work almost exclusively at the Motel Bugambilias.
Juarez is not as easy for finding pay for play as Tijuana, but it can be good if you spend some time looking around.

Most of the ladies are visitors from Venezuela and Colombia. You contact them, set up a date, and meet them in a room that you rent at motel Bugambilias. I don't know of any other agencies.
BBQ in El Paso is pretty good at Rudy's BBQ. Of course there is a lot of good Mexican food in Juarez. If you like seafood, I recommend LOS Arcos. It is not far from the Hotel Lucerna.
The consulate área hotels are nice, but a bit far from the MPs and Bugambilias. You'd do better at Lucerna or somewhere close to it. Nothing is going to be walking distance -- especially in the summer heat -- so be prepared to use Uber or taxis.
El Paso airport to the border is about 20 minutes by car. You can walk over the bridge downtown and hop a taxi or Uber to your hotel.
There is almost no security going into Mexico. If walking over the bridge, they may stop you to check your suitcase, but usually they just wave you on through. It's the same if you are driving.

The Sheraton would be nice to bring a girl to, you do not have to pass the front desk to get to your room, and there is a steakhouse downstairs so they would not blink an eye at a woman or two walking in with you. But you have to find one first, on one of the websites or get one that you meet first at an MP. Sheraton is walking distance to several MP's- Zenda is super close and Loyred is also close enough.
The courtyard Marriott is another nice place, near the consulate, but not within walking distance to any MP. I've had girls there before but they have to pass by the front desk if that bothers you or them. It's easy enough though.
There is no reason to stay in El Paso for BBQ.

Yeah I was leaning towards the Sheraton. It seems to be not far from the Lucerna but with much nicer amenities. I also see it is situated on a main Blvd that shoots down to Centro. I wouldn't be surprised if they have public ruta taxis outside the hotel that could shuttle me down to Centro in a few minutes. I have a lot of experience using those in Tijuana and other places in Mexico. You just need to find the right person to ask when you get there.
As far as chicas go my expectations are going to be kept low. NYC where I live has some really good mongering at the moment due to the influx of migrants and lax policing. I have been blown away with the services I have been getting so really no need to travel for pfp alone. I am just curious about Juarez and the Texas element to it since I spent so much time in Tijuana. It's a short trip, affordable, and easy to get to that's all.

What's happened sine then, I don't know. If that former member you mention is who I think it is I would dismiss anything that attention hungry blow hard trucker has to say.
