Most of the ladies are visitors from Venezuela and Colombia. You contact them, set up a date, and meet them in a room that you rent at motel Bugambilias. I don't know of any other agencies.
BBQ in El Paso is pretty good at Rudy's BBQ. Of course there is a lot of good Mexican food in Juarez. If you like seafood, I recommend LOS Arcos. It is not far from the Hotel Lucerna.
The consulate área hotels are nice, but a bit far from the MPs and Bugambilias. You'd do better at Lucerna or somewhere close to it. Nothing is going to be walking distance -- especially in the summer heat -- so be prepared to use Uber or taxis.
El Paso airport to the border is about 20 minutes by car. You can walk over the bridge downtown and hop a taxi or Uber to your hotel.
There is almost no security going into Mexico. If walking over the bridge, they may stop you to check your suitcase, but usually they just wave you on through. It's the same if you are driving.
