If the Phils government attempt to stop sex tourism, they will just migrate to Viet, Cambodia, or Thailand.

But the key factor is that nobody has yet got away with using that Article to kill a "seducer". They all were hit with murder (according to my legal adviser, an academic in a local law school)

How can they automatically assume the male to be the seducer? What if it's a gay or lesbian relationship? Do they just automatically kill the one who is not related to them?

Being allowed to do something implies no penalty, whereas the penalty for the act that you cite is imprisonment for between 6 months and six years.
In reality it is a defence that the killer could use and it is up to the court to decide whether to accept that defence. If the court does not accept the defence the killer would get life for murder. France has a similar defence which it terms a crime of passion.

For the gay situation, since it says "his spouse" it seems to me a wife if not given the same opportunity to act upon her spouse, whether he is with a man or a woman. For the lesbian situation it appears to me the husband may act since the wife is "committing sexual intercourse with another person". Article 247 states the husband or parent of a minor daughter "shall" act upon "any of them or both of them".

Had to look that up in legal wiki.

Most likely the girl shared her facebook password with her BF / lover / partner and that guy decided to screw her in return. Have seen it happen in 9 out of 10 girls who had other lovers while screwing me. Suddenly you get some abnormal message in Yahoo / facebook and when my wanring atenna kicks up, I call the girl and she will not be at home and say "oh, don't worry, my bf knows all about you and me.". Yah right.
Well, it happens and will happen, and the girl will conjure up some major conspiracy story. That admit the truth that she fucked up her own money making venture.
