However what the closest thing to what you describe is a Moroccan bath. You would lie on a sort of table and the masseuse would give you a scrub and wash you with a hand held shower head. Usually followed with rub and tug and even FS. There are quite a few in Dubai (and surely in AD as well). But if you are looking specifically looking for Korean masseuse I don't think you'll find it.
